Akashic Records - Can anyone access the Akashic Records?

Yes, as long as the intention is honorable.  Intention is a key factor, therefore, if one wishes to use the Records for harm in any way, they will be blocked from accessing them.  

Yes, anyone who has an interest and proper training has access to the records. There are many teachers and books that can teach you how to do it. Ask your friends for recommendations, check out FindMagicPeople, or you can start with one of my favorite books: How to Read the Akashic Records by Linda Howe.
